Margot Roosevelt at the Los Angeles Times points out that “While Congress dithers over federal climate change legislation, and nations squabble over a global treaty, the nation’s most populous state is doggedly pushing ahead with its own regulations to control the greenhouse gas emissions that are heating up the Earth’s atmosphere.” The post goes on to note that state officials are already putting into place the mechanisms that will enable California to install its own cap-and-trade system. Research by Audubon California has shown that climate change poses the biggest threat to birds in this state.
